WHAT WE DO 
 The Texas Community Watershed Partners (TCWP) team provides education, outreach, and planning support for communities around the state of Texas, focusing on approaches that foster collaboration and holistic solutions to reduce risks from floods and other hazards. Leveraging data-driven methodologies and innovative tools, such as CHARM and CommunityViz, our award-winning GIS-based scenario planning software, we facilitate collaborative sessions with community staff and elected officials working together to build a resilient and sustainable future. Operating within the largest university-based extension program nationwide, TCWP is uniquely positioned to deliver highly impactful community planning tools and services. We cultivate strong partnerships with sister state agencies and federal entities, and aim to share our knowledge, expertise, and tools to communities in need of sustainable planning practices.

YOUR ROLE 
The Project Manager III will lead and coordinate the project management needs of the CHARM Platform—a cloud-based web application designed to support community planning and resource management. Tasked with developing detailed project plans and customized reporting systems, this role ensures that all project activities, from scope definition to final delivery, are executed on time, within budget, and in compliance with contractual and regulatory requirements. With a strong emphasis on agile methodologies and continuous improvement, the successful candidate will drive innovation, risk mitigation, and process enhancements across a dynamic portfolio of initiatives.

JOB DESCRIPTION

The Project Manager III is responsible for overseeing medium-to-large scale projects within the CHARM Platform Development initiative. This role leads and manages aspects of project execution related to planning, budgeting, scheduling, risk and quality management, and stakeholder communications to ensure that deliverables meet both contract requirements and strategic goals. The ideal candidate is an experienced PM with a proven track record in complex, multi-stakeholder environments, adept at coordinating internal teams, external vendors, and subcontractors to deliver high-quality outcomes.

RESPONSIBILITIES 

Project Planning & Execution: 

  • Leads, develops, and maintains comprehensive project management plans, including work breakdown structures, schedules, capacity planning and financial forecasts for the CHARM platform.   

  • Collaboratively implements and manages agile workflows using tools like Jira and Confluence to support iterative delivery and milestone tracking.  

  • Anticipates future project and product needs, aligning with business strategies, grant requirements, and stakeholder priorities.  

  • Provides technical and subject matter expertise to define project goals, scope, and priorities.  

    Budgeting & Financial Management: 

  • Leads and oversees budgeting and forecasting; monitors financial performance, capacity planning, and cost tracking.  

  • Ensures adherence to regulations, grant terms, and system-level policies across project activities.   

    Risk & Quality Assurance: 

  • Identifies and mitigates risks affecting scope, schedule, or budget. 

  • Implements quality assurance protocols aligned with industry best practices. 

    Stakeholder & Vendor Management: 

  • Leads and manages relationships with sponsors, stakeholders, and vendors to ensure clear communication, alignment on deliverables, and collaborative problem-solving. 

  • Represents project priorities in cross-functional and external meetings.  

  • Oversees vendor selection, contract negotiation, and subaward execution; co-develops scopes of work; monitors contractor performance. 

    Team Leadership & Process Improvement: 

  • Supervises and mentors PMO staff, fostering a culture of continuous improvement.  

  • Leads analysis and refinement of project and product workflows to enhance efficiency and transparency. 

    Reporting, Metrics, and Documentation: 

  • Develops and maintains tailored reports and dashboards that track project performance, financial status, resource utilization, and KPIs.  

  • Delivers regular status reports to stakeholders.  

  • Documents project decisions, activities, and outcomes for compliance and knowledge retention.  

    Other Duties: 

  • Performs additional responsibilities as assigned.  

 

EDUCATION AND EXPERIENCE

Minimum: 

  • Bachelor’s degree in a related field, or equivalent combination of education and experience. 

  • Seven years of related experience. 

    Preferred: 

  • Master’s degree (MBA, M.S. in Project Management, or related discipline) is highly desirable. 

  • At least 7–10 years of progressive project management experience in complex, cross-functional environments, preferably within government-funded or technology-driven projects. 

  • Experience with projects involving hazard data, land development, conservation, hazard mitigation practices, or civil engineering is a plus. 

  • 2 years of related experience preferred.

 

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES

  • Proven expertise in managing project scope, schedules, budgets, risks, and quality for large-scale projects. 

  • Strong analytical and problem-solving skills with the ability to translate complex technical and business needs into clear project requirements and actionable plans. 

  • Proficiency in project management and business analysis tools (e.g., Jira, Confluence, Excel, PowerBI, SQL, Visio). 

  • Excellent written and verbal communication skills, with a demonstrated ability to create concise documentation and reports. 

  • Demonstrated ability to work independently and collaboratively, managing cross-functional teams and vendor relationships effectively. 

  • In-depth knowledge of project management methodologies (Agile, Waterfall, or hybrid) and a track record of driving process improvements. 

  • Familiarity with the configuration, administration, and customization of project management tools like Jira and Confluence. 

  • Experience in process improvement initiatives related to financial and resource planning. 

  • Subject matter expertise in government-funded projects, hazards data, mitigation practices, planning, and related regulatory requirements. 

 

PREFERRED CERTIFICATES 

  • PMP (Project Management Professional) certification is preferred. 

  • Additional Agile, Lean, or related project management certifications are preferred.
